Well explaining a joke makes it unfunny, but I will try.

The picture of doge shows a dog who looks very opinionated, but being a dog, those opinions are very limited, this limitation is mirrored in the spelling of doge, and the grammar of the captions. This is mirrored to the "average" burner, youtuber, etc who comments on the internet while showing similar poor grammar and over simplified opinions...

Basically, at the core, it makes fun of stupid people on the internet.
